I live in Texas and I was wondering if the product is new and never used can I sell it to a pawn shop?

They prob wont buy them. If they do, they wont give u crap for them.

Try selling it at an ecigs forums (google ECF but there are so many). Then it depends on what you’re selling and how much you want – naturally. If it’s just a mini like those you can find anywhere, taste like vanillin and so forth maybe you won’t get very lucky, sorry to say.
